we plan to travel to Toronto-Niagara NY. Wondered if the rental car in Toronto and leave it in NY is the best thing to do? and is this allowed?

I do not know if you can rent a car in Canada and stateside leave - there are regulations on different vehicles in both countries.

However, most rental companies should have no problem with you taking their car (s) at the border. Best to check before doing so, ensure that the car (s) are assured and appropriate for cross-border travel.
